Living in Latvia – Learning Latvian (2nd stage)

The aim of the project “Living in Latvia – Learning Latvian (2nd stage) is to ensure the acquisition of the Latvian language to the third country nationals that will promote their integration in the education system and labour market of Latvia. To achieve this aim, during 24 months EDC offers intensive Latvian language courses (120 hours) in total for 350 third country nationals in 28 groups with different initial language knowledge level and in four Latvian language interest groups to support the using of the Latvian language after completing the language course.

The overall aim of the project is to promote the integration of people, who are the third country nationals and who have a legal permit for staying in the territory of Latvia, in the education system and labor market of the Re[public of Latvia as well as to improve the accessibility of services to the target group. 

The project’s (Nr. PMIF/6/2018/2/02) duration is from January 1, 2019 till December 31, 2020; the project is implemented in the framework of 2014-2020 planning period of the European Union Asylum, Migration and Integration Fund with the funding allotted by the European Union (75%) and Latvia state budget (25%). The total budget of the project is 201 553.06 Euro.

During the year and a half of the the project “Living in Latvia - learning the Latvian language (2nd stage)” (since January 2019 till June 30 2020), 24 groups in Riga (22) and Jelgava (2) have completed the learning, and 292 third country of 393 who had applied for the courses nationals have finished the course. 

The participants in the Latvian language learning groups have been from 40 different countries not belonging to EU and EEZ; the majority of learners (~26%) have been from Russia, more than 14% from the Ukraine, more than 11% from Vietnam, almost 10% from China, approx. 6% from India and some 5% from Turkey. The other participants of the courses, which is 1 – 13 are the nationals of the following countries: Byelorussia, USA, Uzbekistan, Kazakhstan, Egypt, Iran, Morocco, Syria, Nigeria, Iraq,  Venezuela, the Filipinas, Pakistan, Mexico, Indonesia, Armenia, Afghanistan, Libya, New Zealand, Algeria, Lebanon, Nepal, Kirgizstan, Ghana, Ethiopia, Sudan, Thailand, Palestine, Columbia, Israel and Nicaragua.

Having completed the course in the project, the participants had a possibility to take the state language examination in the National Centre for Education, Ministry of Education and Science, Republic of Latvia. 158 participants of the courses used this possibility and more than 86% of them passed the examination successfully. Although this spring was rather complicated for learning because face-to-face learning in person had to be cancelled due to the emergency situation announced in the country because of the Covid19 pandemic, both the course participants and the teachers had to try out and assess the advantages and shortcomings of remote learning.

The third country nations participating in the project were able to attend also the Latvian language conversation groups to maintain and improve the acquired language knowledge and skills. 93 participants have attended these groups. Also now those who are interested can attend the meetings of the conversation groups: this, working in small groups, gives a possibility to use the language, to obtain new information, to discuss topicalities and to have a good time.

The fourth Latvian language conversation group will finish in September. During the meetings of this group the participants have communicated in Latvian about themes that they are interested in and issues topical in the society: travelling, Latvian nature and tourism objects, culture (cinema and literature) and meaningful possibilities of spending the free time. 10 – 15 participants from China, Venezuela, Israel, Russia, Ukraine, Vietnam and Australia have participated in these meetings.

In July two project groups restarted face-to-face Latvian language classes in Riga and they will complete the 120 hours course in September/October. In September 37 third country nationals have started learning the Latvian language in two new groups. The participants applied very actively for learning this autumn and they are very motivated to learn.

This project will finish in December. We will be able to provide information about the further possibilities of learning the Latvian language in November- December. Follow the information in EDC home page and Facebook page.

We will ask you to present documents (the residence permission and the certificate on the Latvian language mastery on A2 level) in person on the first day of the classes

Ten (10) Latvian language groups in Rīga and Jelgava have  finished the courses in the frame of the project in September 2019. The courses have been completed by 126 third country nationals. Having completed the course, 85% of the participants have passed the state Latvian language test. The first Latvian language discussion club has also finished; 45 third country nationals have actively participated in it.

The learning of Latvian language in Rīga was organized in day and evening groups in  the centre of Rīga and  Ziepniekkalns,as well as one group  was learning in Jelgava.
